Why Egypt’s FRA Gave the Damanhour Carpet Workers’ Fund Another Year to Liquidate
Egypt’s General Authority for Financial Supervision has extended the liquidation of the private insurance fund covering workers at the Damanhour carpet factories. Decision No. 2230 of 2026, issued by the authority’s chairman, Dr. Islam Azzam, gives the liquidation committee an additional year beginning 23 July 2026 — or until the liquidation work is completed, whichever comes first.
The move follows a series of shorter approvals. The authority initially approved a three-month liquidation under Decision No. 2288 of 2025, then extended the period to 22 July 2026 under Decision No. 1085 of 2026. The liquidation committee asked for more time to finish outstanding procedures, and the fund’s extraordinary general assembly consented to the continued liquidation.
Under the new decision, the committee must report to the authority as soon as the liquidation is complete. If it cannot finish within the added window, it must report before that window ends and explain the reasons. The authority said the decision rests on the Unified Insurance Law No. 155 of 2024, related board decisions, the fund’s statutes and a review by the central administration overseeing private insurance funds, and it will be published on the regulator’s website.

A Longer Window Points to a Slower-Than-Expected Liquidation
The progression from a three-month liquidation to a one-year extension suggests the fund’s closure involves more outstanding work than the original timetable anticipated. The regulator’s announcement does not specify the causes, so the precise obstacle — whether unresolved claims, asset disposals or administrative procedures — remains unclear.
The additional time is not open-ended. By requiring the liquidation committee to report immediately upon completion, or earlier if it decides it cannot finish within the new period, the authority has kept a checkpoint in place and made any further delay subject to explanation.
Members Still Face an Unfinished Settlement Process
For the workers linked to the fund, the extension means the final liquidation outcome is not yet available. Their position remains under regulatory supervision, but the timing of any settlement depends on when the committee actually completes its work.
