How Japan Turned Submarines Into Makeshift Aircraft Carriers

During World War II, Imperial Japan built a handful of submarines large enough to carry aircraft inside watertight hangars. The best-known examples were the I-400 class: enormous boats that could surface, assemble up to three attack aircraft, and launch them by catapult to extend the submarine's reach. The idea was not fantasy. German, British, French and American navies had already experimented with carrying floatplanes aboard submarines, usually for reconnaissance.

The operational use of these aircraft was limited but not zero. A small Yokosuka E14Y scout plane launched from the submarine I-25 dropped two incendiary bombs near Brookings, Oregon, on 9 September 1942, causing negligible damage but marking the first time an enemy aircraft bombed the contiguous United States. Earlier, an E14Y from I-7 had overflown Pearl Harbor to assess damage after the December 1941 attack.

Japan's most ambitious plan was to use I-400 submarines to attack the Panama Canal, but the mission was repeatedly delayed, redirected and ultimately abandoned as the war turned against Tokyo. The first I-400 entered service in late 1944, and only two sister vessels were completed before Japan surrendered in August 1945 while the submarines were en route to a substitute mission. The concept was real, but it never changed the course of the war.

Why the I-400 Vision Could Not Survive Engineering and Wartime Reality

The Basic Design Contradiction

Submarines succeed by staying submerged and hidden; aircraft need an open deck, a clear launch path and often calm surface conditions. The early British, French and American examples, such as HMS M2, Surcouf and S-1, showed that aircraft could be carried and launched, but the exposed or cramped hangar compromised the submarine's diving ability, speed and weapons load. The historical record shows they worked technically without being worth the penalties.

Japan's Strategic Bet Ran Out of Time

The Imperial Japanese Navy pushed the concept furthest and completed more than 40 aircraft-carrying submarines, but the investment came as the war was already shifting against Japan. The I-400 class was costly and consumed scarce shipyard resources. A strike on the Panama Canal had clear strategic logic, but planning was overtaken by events, from the firebombing of Tokyo to the fall of Okinawa, and the force was redirected before the surrender aborted it.

What the Idea Still Explains About Naval Power

The underlying ambition, combining stealth with stand-off strike, did not disappear with the I-400. Modern navies address that same requirement differently, using long-range missiles, torpedoes and unmanned systems launched from submarines rather than crewed floatplanes. The lesson from the Japanese experiment is that the goal was not wrong, but 1940s technology made the platform too large, slow and expensive to justify the limited reconnaissance and strike payload it delivered.
