What the EU’s July 2026 Vehicle Safety Rules Require
From 7 July 2026, every new passenger car and light commercial vehicle placed on the EU market must carry a package of additional safety equipment introduced under the EU’s 2024 General Safety Regulation. The headline changes include a more advanced automatic emergency braking system that must detect pedestrians and cyclists, a driver drowsiness and attention warning system that uses software and sensors to track head position, gaze and other signs of reduced attention, and expanded protective glass designed to reduce pedestrian injuries in a collision.
The requirements apply only to new vehicles placed on the market or registered after 7 July 2026. Owners of vehicles registered before that date do not need to retrofit anything. In Slovenia, the ministry said vehicles imported from third countries must be checked by a technical service authorized by the Slovenian Traffic Safety Agency to confirm they meet the EU homologation rules that applied on the day the vehicle was made.
The Slovenian Automobile Association, AMZS, notes that the change is less abrupt than it may appear: many cars registered after 2024 already had the systems fitted before they became mandatory. At the same time, AMZS warns that the systems do not behave identically across brands and models.
Why AMZS Warns Driver Trust Is the New Safety Weak Point
The rule looks sweeping on paper, but its immediate commercial impact is narrower than the phrase all new cars suggests. Because the 2024 General Safety Regulation is being introduced in stages, and because many mainstream models registered after 2024 already carried the required systems, the main compliance pressure falls on remaining non-compliant designs and on vehicles imported from outside the EU.
What the Deadline Changes for Carmakers and Importers
Any new passenger car or light commercial vehicle sold or registered in the EU after 7 July 2026 must pass homologation with the expanded equipment. For third-country imports, Slovenia’s AVP requires an authorized technical service to verify that the vehicle meets the EU requirements that applied on its production date. That is a meaningful administrative step for importers, not only for manufacturers.
Why AMZS Is Pushing for Stricter Standards
The driver group’s central criticism is not the principle of mandatory safety aids but their inconsistent calibration. Attention monitoring systems have no unified trigger threshold: some warn after a few seconds of looking away, others much later. Traffic-sign recognition is also erratic, with some systems warning about limits where none exist. AMZS argues this weakens driver trust and leads people to switch the systems off, which undermines the safety purpose and is why European automobile clubs are asking legislators for more consistent technical standards.
The Safety Gain Is Real, but the Driver Still Carries the Risk
AMZS acknowledges that advanced assistance systems can prevent or mitigate crashes caused by human error, but they remain aids rather than substitutes. The legal and practical responsibility stays with the driver. That balance matters for manufacturers, because presenting these systems as autonomous protection could create unrealistic expectations.
What Car Buyers and Importers Should Do Before Putting These Systems to Work
For most existing owners, the deadline changes nothing. For buyers and importers, the practical steps are tied to how variable these systems can be:
- If your current vehicle was registered before 7 July 2026, no retrofit or recertification is required.
- When buying a new EU vehicle after the deadline, ask the dealer for a detailed demonstration of the attention warning, emergency braking and traffic-sign recognition, because AMZS says the systems differ considerably between models.
- If you are importing a vehicle from outside the EU, arrange for an AVP-authorized technical service to verify the homologation requirements applicable on the vehicle’s production date.
- Test the driver attention alerts and traffic-sign recognition in a controlled environment before relying on them; AMZS points to its safe-driving centre at Vransko as one place where drivers can try the systems.
- Do not switch off the alerts merely because they are annoying. AMZS says disabling them removes a safety layer, while acknowledging that poorly calibrated warnings remain an industry-wide problem.
