Iran has publicly raised the prospect of developing a ballistic missile with a range of 15,000 kilometers — enough reach to place Washington, New York and effectively any point on the planet within range of a launch from Iranian territory.

The gap between the stated goal and Iran's current capability is substantial. Tehran's longest-range assessed ballistic missile, the Khorramshahr, reaches about 4,000 kilometers. By convention, 5,500 kilometers is the threshold for an intercontinental ballistic missile. Striking the US East Coast from Iran would require roughly 10,000 kilometers, and the whole continental United States could be covered with 12,000 to 13,000 kilometers. A 15,000-kilometer target therefore goes beyond a bare-minimum ICBM and points toward a more advanced design.

North Korea's Three Systems in the Relevant Class

Pyongyang has tested several platforms in the 15,000-kilometer class. The liquid-fueled Hwasong-17 is assessed at around 15,000 kilometers. The Hwasong-18, a solid-fuel design whose July 2023 launch trajectory was later recalculated, is also placed at 15,000 kilometers. The Hwasong-19 is believed to exceed 17,000 kilometers.

Those systems are widely judged to reflect Russian design lineages — the solid-fuel Hwasong-18 with the Topol-M, the Hwasong-17 with the R-36 family. If that assessment is correct, the pattern is already established: proven technology moving from Russia to North Korea, with Iran as a likely next destination.

The strategic danger is not the stated range by itself but the possibility that Tehran could skip years of domestic trial and error in propulsion, guidance and re-entry technology by building on designs already tested elsewhere. For defense planners and allied governments, the measurable question is not whether Tehran wants a 15,000-kilometer missile, but what observable steps would show it getting closer.

  • Watch for flight-test signatures rather than rhetoric. A jump from the 4,000-kilometer Khorramshahr to ICBM-class range would appear first as solid-fuel testing, larger airframes or longer-trajectory tests.
  • Treat North Korea's Hwasong-17, -18 and -19 as the reference set. Any emerging Iranian long-range system will likely resemble these tested platforms more than a clean-sheet Iranian design.
  • Reassess missile-defense coverage for the US homeland. A 15,000-kilometer capability is explicitly aimed at the continental United States, not regional bases.
