Nearly 14 years after Superstorm Sandy killed 44 people and caused $19 billion in losses, New York’s answer to rising seas and heavier downpours is no longer just on paper. A set of long-delayed flood-protection projects is now visible across the five boroughs, from a rebuilt East River Park to raised courtyards at Red Hook Houses and oyster-seeded reefs off Staten Island.
The most prominent piece is the $1.45 billion East Side Coastal Resiliency project along Manhattan’s East River. The peninsula is low-lying marshland with no high point, so the next major storm is expected to flood many streets again. NYCHA’s Red Hook Houses now have elevated electrical and heat systems designed by KPF and courtyards raised by OLIN, but the broader Red Hook Coastal Resiliency project is still under construction and has inherent topographic limits.
The $30 Billion Stormwater Problem No Wall Can Solve
Coastal barriers keep out the ocean but can also trap rainwater inside if floodgates close, which means the city must pump water up and over the walls. Inland areas face a separate challenge: moving water out through an aging sewer system. The Adams administration promised $146 million for better drainage and sewers in East New York’s “the Hole,” but the design is still moving through bureaucracy. Meanwhile, a preliminary plan for Flushing Meadows–Corona Park would restore wetlands and unearth Flushing Creek to absorb rainfall rather than trying to elevate everything.
