Snowflake Volunteer Arrives on Android to Expand Tor's Censorship-Busting Proxy Pool
Snowflake Volunteer, a standalone Android app from the Tor Project, Guardian Project and app studio Bloco, is now available on Google Play and F-Droid. It lets anyone with a smartphone act as a lightweight entry point to the Tor network for users in countries where internet access is censored. Unlike running a full Tor relay, the app requires no technical setup or account and can be switched on or off at any time.
The tool builds on Tor's existing Snowflake project, launched in 2019, which disguises Tor traffic as a WebRTC video call and rotates short-lived proxy connections to make blocking harder. Snowflake Volunteer turns an Android phone into one of those rotating proxies. Traffic seen by the volunteer shows the Tor exit node's IP address rather than the volunteer's own, reducing the exposure of running a proxy.
Tor says the proxy pool is growing but still limited: roughly 1,300 unique proxy IP addresses were active daily in May, rising to about 1,700 a month later and peaking above 2,100. The developers' aim is that a larger, constantly changing pool of mobile volunteers will be harder for oppressive regimes to block than fixed server addresses or IPs.
Testing on a Samsung Galaxy Z Fold6 over three hours, with up to five simultaneous connections allowed, showed battery dropping from 88% to 79%, indicating modest power demand, though the test was performed during a UK heatwave on an older phone.
