Portugal’s €5 Million Vineyard Recovery Window

Portugal has opened an exceptional application window for winegrowers whose vineyards were damaged by severe weather between 28 January and 15 February 2026. The support is worth €5 million and is available under intervention B.3.4, “Restructuring and conversion of vineyards,” within the national programme for the wine sector under PEPAC Portugal.

The Ministry of Agriculture and Sea said the measure responds to losses caused by the weather events and associated phenomena during that period and is aimed at producers who suffered damage. The aid applies to the 2026–2027 campaign.

Applications must be submitted online through IFAP, I.P., and the deadlines will be set and published by the Instituto da Vinha e do Vinho, I.P. The government said the exceptional regime simplifies procedures and gives priority to producers who can prove losses on affected vineyard parcels.

The allocation gives affected producers access to restructuring and conversion support, but €5 million is a fixed pot. The scheme’s most important operational feature is that priority goes to winegrowers whose vineyard losses are properly confirmed. This rewards documentation and speed: producers who can evidence damage promptly are better positioned. It also means the measure functions as recovery support for specific parcels rather than broad compensation for lost production.

The order also allows submission and decision deadlines to be extended when circumstances justify it, and it creates simplified procedures. That is a deliberate attempt to avoid bureaucratic delay after a weather shock. The fact that applications go through IFAP online, with deadlines published by IVV, still leaves operational details that affected winegrowers will need to follow closely.
