A Drone Regiment Comes to the Northern Fleet
Russia’s Navy has begun forming full regiments of unmanned systems within its fleets, moving beyond experimental deployments to a permanent structural change. Admiral Alexander Moiseev, Commander-in-Chief of the Russian Navy, confirmed on the Zvezda TV channel that the Northern Fleet already has such a regiment, fully equipped with the necessary weapons.
Moiseev described a divisional structure for the regiment: two divisions are surface-based and a third covers underwater capabilities. He said the same model will be applied to the Pacific Fleet by next year. The creation of these units is part of a broader push across Russia’s armed forces to integrate drones as standard tactical tools, accelerated since 2022.
The move follows the December 2024 proposal by then-Defense Minister Andrei Belousov to form a separate branch of unmanned systems troops, and by November 2025 the Ministry of Defence had unveiled the emblem for that branch and announced the creation of regular regiments. Moiseev himself heads a newly established Technical Council for the development of maritime unmanned systems, tasked with speeding up the design and fielding of uncrewed surface vessels and FPV drones adapted for the Navy.

By splitting the regiment into surface and underwater divisions, the Navy is signaling that it treats unmanned underwater vehicles (UUVs) as a separate and equally mature domain, not an afterthought. This internal structure implies specific missions: surface divisions likely handle patrol, electronic warfare, and loitering munitions, while the underwater division could cover mine countermeasures, seabed warfare, and covert surveillance.
The Pacific Fleet Timeline
Moiseev’s commitment to “close the issue” on the Pacific Fleet next year points to a fixed delivery schedule. For industry, that means procurement contracts for drones, communication suites, and support vessels probably already exist. The Pacific Fleet’s geographic reach—from the Sea of Japan to the Indian Ocean—makes this the next logical expansion if Moscow wants to project unmanned capability beyond its home waters.

The Navy’s regiments are not isolated; they are a maritime piece of a cross-service unmanned troops initiative. That umbrella may eventually bring joint doctrine, standardized command-and-control, and shared technology across branches. The Technical Council led by Moiseev ensures the Navy has a seat at the table in shaping requirements for naval-specific unmanned systems, potentially influencing which defense firms win development contracts.
