Ukraine’s plans to build a domestic ballistic-missile shield have hit a sharp rebuttal from Washington. A new analysis by the foreign-policy publication Responsible Statecraft contends that the proposed Freya ground-based air defence system will leave the country vulnerable to the same Russian missile salvos it is meant to stop—and that the project’s reliance on European technology could ultimately weaken Kyiv’s sovereignty.
The critique centres on an announcement by President Volodymyr Zelensky, who has framed Freya as a home-grown solution that would both protect Ukrainian skies and lock the country into irreversible industrial ties with European partners. According to the Responsible Statecraft piece, however, the system will not solve Ukraine’s acute near-term air-defence shortage, and the foreign technology ties risk creating a permanent dependency that leaves Kyiv less, not more, secure over the long run.
The assessment points to Russia’s sustained use of precision missiles and swarming one-way attack drones—tactics that have consistently stressed even advanced Western-supplied systems such as Patriot and NASAMS. The implication is that a new, unproven Ukrainian platform, still in development, is unlikely to fare better under the same battle conditions.
Behind the Assessment: Capability and Dependency
The Missile Threat That Outpaces Domestic Production
Russia’s air campaign against Ukraine is not a static challenge. Cruise and ballistic missiles are launched in mixed salvos, often accompanied by cheap decoy drones that saturate radar and fire-control channels. Any new interceptor must defeat this complex threat picture, and even mature domestic programmes in larger industrial bases require a decade or more to deliver a reliable system. The Freya project, launched during a full-scale war, faces severe testing and production-capacity hurdles that make near-term operational deployment extremely difficult.
The European Partnership Trap
Zelensky’s vision pairs Freya with deep industrial integration in Europe—mirroring a model already visible in the drone sector, where Ukrainian start-up TAF Industries recently signed a memorandum with Poland’s PGZ to scale output using Polish factories. While co‑production can accelerate manufacturing, it often means that critical subsystems (radars, seekers, command‑and‑control modules) are supplied by foreign firms, leaving the host nation dependent on export licences, foreign maintenance cycles and political alignment. The Responsible Statecraft argument is that this arrangement risks creating a Potemkin sovereign capability: Ukrainian in name, but operationally beholden to European governments.
Short‑Term Gaps Versus Long‑Term Sovereignty
The core tension is between two urgent imperatives. Ukraine needs air defence now—meaning more Patriot batteries, more IRIS‑T and NASAMS units, and more ammunition for legacy Soviet-era systems already in the field. At the same time, it wants to build a defence-industrial base that can sustain itself after the war. The Freya critique suggests these goals are colliding: scarce engineering talent and state funding are being diverted to a system that may not deliver a single operational battery before the country’s most pressing needs have passed.
What This Means for Ukraine and Its Partners
For Ukrainian defence planners, the analysis underscores a choice with real-world consequences:
- Pressure-test integration deals. Any co‑production agreement for Freya or similar systems must include concrete technology‑transfer milestones and a defined path to indigenous sustainment; otherwise the project will simply replace one dependency with another.
- Balance the portfolio. Allocating industrial capacity to an unproven long‑range interceptor should not come at the expense of the low‑cost, high‑volume drone‑defence capabilities—jammers, short‑range guns and sensors—that have proven most effective against Russia’s massed Shahed‑type attacks.
- For European defence ministries, the Freya case is a warning against over‑promising while under‑delivering. Industrial partnerships that do not visibly improve battlefield protection will face political backlash in both donor and recipient capitals.
