How Japan's Schools Are Rewriting Heat Safety Rules
Japan's 2025 summer broke records — and nearly broke its emergency services. Nationwide, heatstroke-related ambulance call-outs exceeded 100,000 for the first time, according to official figures. The mercury touched 40.7°C in Saitama prefecture and spent weeks above 35°C in much of the country. For children, whose bodies heat up faster and sweat less efficiently than adults', the danger is especially acute. Schools, once slow to adapt, have become a frontline laboratory for heat survival.
The old dogma — “no water during exercise” — is long dead. Today physical education teachers are embracing cooling breaks, ice-slush beverages and targeted body cooling. At a Tokyo heat summit, orthopaedic surgeon Masahiko Saito of Funabashi Orthopaedic Hospital urged coaches to use the body’s natural radiator: hands and forearms. “Immersing the hands in ice water cools deep body temperature efficiently through the blood vessels in the palms,” he said. A survey by sports equipment maker Nippon Sigmax found that 64.8% of school club and team coaches are already ordering cooling breaks on their own initiative — yet many point to a lack of equipment and time.
The commute, long a blind spot for adult supervision, is getting equal attention. Kawasaki city’s own tests showed that a parasol reduced the temperature at the top of the head by 11.4°C, far outstripping a hat’s 7.9°C drop. That finding prompted Kumagaya — the city that recorded the 40.7°C high — to begin distributing umbrellas free to all public elementary school students in 2022. Towns such as Mibu (Tochigi) and Iwata (Shizuoka) now actively recommend parasol use on the walk to school. In Tokyo’s Mitaka ward, every public primary school child received a gel-filled cooling pad that slips into a backpack. At the same time, the city installed freezers in every classroom so the pad can be re-chilled during the day, offering protection on the journey home when teachers cannot watch over every street corner.
Even with all these measures, heatstroke cannot be eliminated entirely. The Japan Sport Association advises that anyone who is conscious but showing signs of heat exhaustion — dizziness, muscle cramps, heavy sweating — be moved to a cool place, given loosened clothing and rehydrated with an electrolyte drink. If nausea prevents drinking, a hospital drip is needed. For more critical cases, the association endorses the “tap-water spray method”: attach a hose to a tap and continuously douse the victim’s body until medical help arrives. It is a blunt, cheap, life-saving tool that any school can deploy.

Two decades ago, children were scolded for drinking during sports. Now Japan’s schools are installing freezers and handing out medical-grade cooling gels. The Sigmax survey’s finding that two-thirds of coaches are already inserting cooling breaks on their own judgment suggests the change is bottom-up, driven by teachers who watch children wilt in 40°C playgrounds. But the 35% who still cite a lack of equipment show that individual initiative only goes so far. Without systemic support — ice machines, spare water hoses, insulated storage — the breaks risk becoming a paper policy.
The commute becomes the new frontline
School hours are relatively controlled; the walk home is not. Mitaka’s decision to install freezers in classrooms so pads can be re-cooled is a clever — and telling — intervention. It acknowledges that the journey home may be the hottest part of a child’s day, and that a pad lukewarm by 3pm offers no protection. The economic logic is simple: a freezer costs a fraction of a heatstroke hospitalisation. Kawasaki’s head-temperature data, showing parasols outperform hats by nearly 4°C, has catalysed a quiet redistribution of umbrellas from rainy-day accessory to sun-shield necessity. Kumagaya’s free distribution programme goes further, aiming to normalise parasol use across the whole community — a signal that public health messaging can shift social norms, not just school rules.
Municipalities step into the gap
Historically, heat-countermeasures fell to individual schools or teachers. The patchwork of initiatives now emerging — free parasols in Kumagaya, recommended umbrellas in Mibu and Iwata, cooling pads and freezers in Mitaka — shows that municipalities are becoming the unit of action. That is crucial because a single school cannot solve a heat island that spans an entire city. Coordinated procurement, shared health data and uniform first-aid training are the next logical steps. The tap-water spray method, endorsed by the Japan Sport Association, is the ultimate fallback: it requires nothing more than a hose, yet its mention in national guidance underscores how seriously official bodies now view heat as a life-threatening emergency in educational settings.
What Parents, Schools and Councils Can Do Now
For schools and PTAs that want to replicate what worked in Japan:
- Start with free, high-impact cooling: Introduce cooling breaks with buckets of ice water for hands and forearms. The palm-cooling technique endorsed by Dr. Saito requires only a cooler and ice and can lower deep body temperature rapidly.
- Add cold drinks strategically: Ice-slurry beverages (crushed ice mixed with sports drink) cool both inside and outside the body. They can be prepared ahead of time and stored in a classroom freezer.
- Measure commuter heat risk: Run a simple test like Kawasaki’s — thermometer on a child’s head with and without a parasol — to generate local data that can justify funding for umbrellas or cooling pads.
- Use the backpack as a cooling station: Gel cooling pads that slip into school bags, paired with a freezer in each classroom (as Mitaka did), extend protection to the homeward journey when adult supervision is weakest.
- Train staff in the tap-water spray method: Every school should have a designated hose connection and a staff member who knows to continuously douse a collapsed child until paramedics arrive. It is the lowest-cost, highest-impact intervention for severe heatstroke.
