Slovenia Extends the Energy-Supply Measure for Another Week
The Slovenian government has extended its energy-supply measure for another week. At a correspondence session, it again declared a lower level of risk in electricity supply and ordered the Krško nuclear power plant (NEK) to continue operating at least at the minimum safe output during the heat wave and low river flows.
Krško is currently running at about 80 percent of reactor capacity. The plant has been operating at reduced power under the limits of its environmental consent, which ties safe operation to the temperature and flow of the Sava River. To support that operation, hydroelectric plants on the lower Sava are adjusting their own output and releasing water from reservoirs to maintain a sufficiently steady flow at Krško.
The government argues that keeping NEK at technical minimum is necessary to maintain adequate voltage conditions and stable, reliable operation of the Slovenian electricity system. The system operator, ELES, still assesses that enough energy is available because any missing generation can be imported through cross-border connections.
Conditions remain tense, however. Larger plants in the Balkans and Hungary are out of service and a prolonged drought continues. The return of the 400-kilovolt Divača–Redipuglia line has improved network stability compared with the previous week, but the system remains dependent on imports and coordinated river management.

The 80 percent figure is an environmental operating constraint, not an unexpected outage. NEK must respect the conditions of its environmental consent, which links safe operation to the temperature and flow of the Sava River. In hot, dry conditions, the government is directing the plant to run at least at the technical minimum that still allows safe and reliable operation, while accepting that full output is not available.
The lower Sava hydro plants are part of the same balancing act. They are releasing water from reservoirs to keep the river flow at Krško sufficiently steady, which means those hydro assets are not being used purely for normal power generation but to protect nuclear operability. That coordination helps the grid but also reduces hydro flexibility in a drought.
A Regional Grid Held Together by One Line and Imports
The most concrete improvement cited by the ministry is the return of the 400 kV Divača–Redipuglia interconnector, which it says contributes to greater grid stability. At the same time, Slovenia is operating in a tight regional environment: major plants in the Balkans and Hungary are unavailable, and the drought continues. ELES still sees sufficient energy because missing volumes can be imported through other cross-border links.
That import buffer is the main reason the situation is described as strained but manageable. The risk is not that supply is currently inadequate, but that the margin depends on cross-border availability at a time when parts of the region are also under pressure.
What the Repeated Weekly Extension Reveals
The government has now renewed the measure for one week, repeating the pattern from the previous week. That points to a precautionary and adjustable response rather than an emergency shortage. Authorities are preserving voltage stability through regulatory operating minimums, coordinated hydro releases and imports. If the heat and drought persist, the same constraints are likely to remain or tighten; if regional outages ease and river conditions improve, the measures can be relaxed quickly.
What Energy Buyers and Grid Operators Should Watch in the Coming Week
For energy market participants, large industrial buyers and grid operators, the coming week turns on three operational dependencies.
- Treat Krško's 80 percent output as the baseline. Reduced nuclear generation is an environmental and regulatory constraint tied to the Sava, not a sudden outage; scheduling and balancing positions should assume this capacity remains limited.
- Expect another government decision in roughly one week. The risk-level declaration was renewed for exactly one week, so a further extension is the main signal of whether system strain persists.
- Watch the Divača–Redipuglia interconnector and cross-border import availability. The ministry credits the line's return with improving stability; any new loss of that link or of Balkan and Hungarian plants would remove the stated import buffer.
- Prepare for demand-side action if regional conditions worsen. ELES currently assesses energy as sufficient, but that assessment depends on continued access to cross-border imports during the heat wave and low river flows.
