The Gironde fire near Bordeaux alone forced the evacuation of roughly 253,000 people and destroyed about 240 homes. Yet more than 13,000 businesses were evacuated with zero physical damage to claim against – a classic business-interruption blind spot. In the vineyards, the smoke left no structural scar, but the potential financial loss is enormous. And because the damage only reveals itself at fermentation, wineries, insurers and loss adjusters could be arguing about causation and timing of loss long after the grapes have left the vine.

Why French and Spanish Crop Policies Leave a Gap

Wildfire is treated as a standard insurable peril in France and Spain, not a declared catastrophe covered by the French CatNat scheme or Spain’s Consorcio de Compensación de Seguros. That distinction means direct flame damage is straightforward to adjust – smoke, soot or contamination without physical destruction is not. Worse, France’s subsidised multirisque climatique crop insurance, which replaced the old agricultural calamities regime in 2023, is built around measurable yield loss from drought, frost, hail or flooding. Smoke taint does not reduce yield. Grapes can look, weigh and ripen perfectly normally yet still be commercially worthless when fermented. Whether that quality-only loss triggers a payout – or leaves growers relying on a winery rejection letter and a goodwill negotiation – is precisely the question brokers should be pressing on underwriters before harvest.

The California Playbook That Europe Could Copy

The US market offers the most useful template. After $601 million of California wine grapes went unharvested in 2020 due to smoke exposure, the USDA’s Risk Management Agency built a purpose-made response. From the 2026 crop year, its Fire Insurance Protection–Smoke Index (FIP-SI) endorsement pays growers based on a defined number of satellite-measured “smoke events” in the insured county. It is an index trigger that bypasses the causation argument by paying on an objective external measure rather than a disputed lab result. That parametric logic – already common in cat-bond and reinsurance structures – does not yet exist in Europe, but the underlying risk is almost identical: overlapping wildfire and harvest seasons, valuable fruit, and disputed chemistry.

What Insurers and Brokers with European Wine Exposure Need to Do Now

  • Clarify crop-policy wording before harvest. Ask underwriters explicitly how multirisque climatique or equivalent Spanish agricultural policies treat quality-only losses from smoke, not just yield reduction. Once the grapes are picked, the chance to settle the coverage question closes quickly.
  • Map business interruption exposures without physical damage. Review BI covers for wineries, hotels and retailers in fire-affected areas, drawing on the reality that thousands of businesses near Bordeaux were evacuated yet had no structural claim.
