Storm Ravages Rostov Region, Sparking Widespread Destruction

A powerful storm packing hurricane-force winds, torrential rain, and hail tore across Russia's Rostov Oblast on July 25, leaving one person dead and at least 28 injured. By the following morning, 11 people remained in hospital, including one child, while medical personnel had treated a total of 51 individuals across the region. The storm struck with such force that it toppled over a thousand trees in Rostov-on-Don alone, damaged buildings and vehicles, and triggered a cascade of failures in critical infrastructure.

The immediate impact was a massive blackout affecting at least 15 municipalities, including the major cities of Rostov-on-Don, Taganrog, Shakhty, Novocherkassk, and Bataysk. High-voltage transmission lines were damaged, transformer substations disabled, and distribution networks severed, leaving 102 settlements without electricity. The loss of power shut down pumping stations, cutting water supply to more than 42,000 residents across seven districts and three cities. In Rostov-on-Don, boiler plants that provide hot water to several districts also went offline.

Russian Railways dispatched a recovery train and over 100 personnel to repair the damage, and most infrastructure was subsequently brought back online. In Rostov-on-Don, tram services ground to a halt; by the next afternoon only a single tram route was operating, running on autonomous power. Authorities have warned that further severe weather is possible through July 27.
