Russian Traffic Authority Dismisses Europrotocol Check Rumor

Russia’s State Traffic Inspectorate (GAI) has denied claims spreading on social media and news outlets that from 1 August, officers will begin checking whether drivers are carrying paper Europrotocol forms. The agency called the information false.

No amendments to road traffic law imposing such a requirement have been adopted, GAI stressed. The list of documents a driver must produce during a roadside inspection is fixed by clause 2.1 of the Russian Traffic Rules, and paper Europrotocol blanks are not included. The regulator underscored that any genuine regulatory changes are published solely on the official federal portal of draft legal acts and the official internet portal of legal information.

What Is Actually Changing for Drivers

The rumour fits a recurring pattern: ahead of a calendar month, unverified claims about new traffic rules often circulate on messaging platforms and fringe news sites. In this case, a supposed August deadline appears to have been invented from whole cloth. GAI’s rapid formal denial, which explicitly lists the unchanged document requirements, suggests the agency views the misinformation as sufficiently widespread to warrant a public correction.

Drivers are already required to carry a valid insurance policy (often the electronic OSAGO record), their driving licence, and vehicle registration. The Europrotocol – the simplified accident notification form used so both parties can settle damage claims without involving police – is only relevant after a minor collision. There is no legal basis demanding it be kept in the glove box for routine checks.
