How Russia's Federal Tax Service Is Overhauling Property Tax Notices

Starting 1 August 2026, Russian property owners will no longer have to submit a separate application to receive their annual tax bills on the Gosuslugi portal. The Federal Tax Service (FTS) announced that notifications for individual property taxes—covering land, residential real estate and vehicles—will begin appearing in users' personal accounts automatically.

Until now, taxpayers had to specifically opt in by filing a request through the state services platform to view their tax notices digitally. The change comes ahead of the autumn 2025 property tax payment campaign, and means that anyone with a verified Gosuslugi account will see their accrued tax obligations without extra steps.

In addition to regular notifications, the FTS confirmed that demands for payment and decisions on debt enforcement will also be delivered directly to the same digital mailbox. Citizens who lack a confirmed Gosuslugi profile and do not use the tax service’s own online cabinet will continue to receive paper letters by post.

What the Automatic Gosuslugi Notifications Mean for Individual Taxpayers

For the average taxpayer, the move eliminates a minor but persistent bureaucratic hurdle. By making digital delivery the default, the tax authority reduces the risk that citizens miss a notification because they forgot to opt in or were unaware of the requirement. That in turn could cut the number of late-payment penalties and ease the administrative load on local tax offices.

The automatic delivery of payment demands and debt enforcement orders is perhaps the more significant novelty. It signals that the entire tax compliance lifecycle—from initial assessment to collection—is shifting onto a single, integrated digital channel. While this will provide greater transparency for taxpayers who already manage their affairs online, it also raises expectations about response times and may accelerate the enforcement process for those who ignore digital notices.

The initiative fits into a broader government push to digitise public services, a trend accelerated by years of investment in the Gosuslugi infrastructure. However, the success of the automatic system will depend heavily on the accuracy of the data held in taxpayer profiles and the reliability of the platform during peak notification periods.

What You Should Do to Prepare for the Autumn Tax Campaign

  • Verify your Gosuslugi account now. Make sure your profile is at a confirmed level and that your email and phone number are up to date. If you see a notification, it will be legally binding even if you claim you didn’t read it.
  • Check your property registration details. Log into your FTS personal cabinet or Gosuslugi to confirm that all your taxable properties—apartments, houses, plots of land, vehicles—are correctly listed. Mistakes can lead to over- or under-payment.
  • Don’t wait for a paper letter. If you have a digital account, the default notification will be electronic. Paper post is only for those without any online access. Mark the autumn payment deadlines and set a calendar reminder to avoid penalties.
