For decades, the MIM-104 Patriot system, particularly Lockheed Martin's hit-to-kill PAC-3 MSE interceptor, stood as the near-sole gold standard for ground-based defense against ballistic missiles. Lockheed Martin simultaneously unveiled PAC-3 ACE, a cheaper member of its Patriot family designed to counter lower-tier ballistic and cruise missiles. The urgency is driven by simple arithmetic. Each Patriot MSE round costs roughly $3.9 million, and the Pentagon just awarded Lockheed another $53.86 billion to expand production—raising its multiyear PAC-3 contract to $58.62 billion. Even with that investment, tripling output by 2030 will still lag behind the demand seen in mass missile raids. The Freyja Coalition: A European-Built Alternative
The most dramatic challenge to the Patriot’s dominance comes from Freyja, formally launched at the Integrated Anti-Ballistic Missile Coalition in Paris by Ukraine and nine European backers (Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden and the United Kingdom). At its core is the FP-7 interceptor, designed by Ukraine’s defense industry. The missile uses a high-explosive fragmentation warhead rather than the hit-to-kill collision of the PAC-3 MSE—a trade-off that the coalition claims can still kill ballistic targets at roughly 15 miles of altitude, but at a target price of about $700,000 per round. A later version may adopt hit-to-kill technology.
Production is set to begin in August at a rate of three interceptors per day. A successful first flight occurred in early June, and the coalition aims for a first real ballistic intercept by the end of 2027. Zelenskyy has called for the system to be operational within 12 months. Lockheed Martin is not standing still. Alongside its record PAC-3 MSE contract, the company announced PAC-3 ACE, a variant specifically built on the MSE fire-control system but designed for “airbreathing threats” (aircraft and cruise missiles) as well as close- and short-range ballistic missiles. The ACE is not meant to replace the high-end MSE against the fastest or most sophisticated ballistic targets; rather, it provides a cheaper second-tier networked into the same Patriot batteries and Integrated Battle Command System.
Lockheed says ACE will cost less than half of an MSE—roughly $2 million per round—and will be developed and produced jointly with American and European industry partners. International manufacturing is under consideration, with a first flight expected in early 2028. The strategy allows Lockheed to defend its installed base of Patriot operators while offering a budget-minded response to the coalition’s push for massed, inexpensive interceptors.
Licensing Patriots: A Diplomatic and Industrial Puzzle
President Trump’s pledge to license Patriot production to Ukraine adds a third vector. At a meeting in Ankara with President Zelenskyy, Trump described the plan as giving Kyiv “permission to make Patriots” and framed it as an answer to complaints about insufficient deliveries. Only Japan currently builds the missile under license outside the U.S., and Germany is negotiating its own arrangement. The Ukrainian license would likely cover final assembly from imported component kits rather than full domestic production, according to officials. Kyiv estimates it needs 18 to 24 months to stand up a pilot production line. Even so, each licensed PAC-3 would still cost close to $4 million, keeping the current high-price point intact for the most demanding threats.
