What the World Bank's South Asia Heat Report Actually Finds

The World Bank has quantified the economic damage of extreme heat in South Asia, warning that rising temperatures are already costing the region the equivalent of nearly 31 million full-time jobs a year and could reduce the regional economy by almost 7 per cent by 2050.

In a report titled "A Livable Future: Protecting Jobs and Growth from Extreme Heat in South Asia's Cities," the bank estimates that by 2070 about 520 million people in Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka could experience at least one month of dangerous heat each year — four times the number today. Heat is reducing labour productivity, disrupting business operations and straining health systems and critical infrastructure, the report says.

The burden falls hardest on low-income households, informal workers, women, the elderly and children. The report urges governments to treat heat not as a seasonal emergency but as a permanent planning issue, and recommends heat-resilient infrastructure, stronger Heat Action Plans, worker protections, expanded cooling, better early warning systems and public and private investment.

John Warburton, climate resilience lead for Asia Pacific at the UK's Foreign, Commonwealth and Development Office, called the situation a "development crisis" and said the UK's Climate Action for a Resilient Asia programme will work with the World Bank on knowledge, policy and investment. The report argues that city-level measures already proven to help, such as urban greening and early warnings, must be scaled up if South Asian cities are to remain engines of growth.
