Algarve’s Landfills Near Capacity, Minister Pushes Waste-to-Energy Solution

The Algarve region’s two landfills, in Loulé and Portimão, have just 18 to 24 months of space remaining. Environment and Energy Minister Maria da Graça Carvalho announced this week that the Portuguese Environment Agency (APA) will launch a public tender on 15 October to study the technical solution, location, and eventually build a unit for the energy recovery of waste.

The region produces around 400,000 tonnes of waste each year and sends 85% of it to landfill, a share that has actually risen from 80% in recent years and sits far above the national average of 56% and the EU’s 2035 target of 10%. The minister attributed the high per-capita waste generation to tourism—visitors are not counted in official population statistics but add significantly to the waste stream—and noted that total waste volumes have grown 13% over the past four years.

While short-term expansion of both landfills will add about seven and a half years of capacity (carrying the region until 2034–2035), the permanent solution must be a facility that recovers energy from waste, in line with EU funding opportunities and in coordination with the 16 municipalities of the Algarve Intermunicipal Community (AMAL).

“It is not sound policy to build more landfills when we need to reduce to 10% and we are at 85%,” Carvalho said, stressing that the project must be “accepted by the population, so it doesn’t create problems later for the construction.” The minister pointed to the availability of European funds and the need for a definitive fix to maintain the region’s quality of tourism and life.
