EPA Convenes Roundtable to Tackle Impending Water Sector Staffing Crisis

The U.S. Environmental Protection Agency has kick-started a fresh push to fix the worsening personnel shortage in the nation’s drinking water and wastewater systems. At a roundtable yesterday with water utilities, state agencies and industry associations, EPA officials laid out plans to revitalize the 2020 Water Workforce Initiative and build an online toolbox that water systems, states and technical assistance providers can use to recruit, train and keep workers.

The move comes as the sector braces for a wave of retirements. EPA says roughly one-third of the water workforce is nearing retirement age, and new roles now demand skills in cybersecurity, advanced treatment technologies and modern system management. “Every time we turn on the tap, flush the toilet, or water the garden, we are depending on the dedicated professionals managing public water systems,” EPA Assistant Administrator for Water Jess Kramer said. “It is imperative that the water sector be set up for success.”

The agency is leaning on programs already in place. Since 2018, the Innovative Water Workforce Development Grant Program has channeled more than $15 million into local efforts to raise awareness of water-sector jobs. EPA also oversees state Operator Certification Programs mandated by the Safe Drinking Water Act, pushing best practices, training and technical assistance to help operators earn the certifications needed to treat and deliver safe water.

No binding regulatory changes were announced at the roundtable, but the EPA framed the engagement as the first step in a longer effort to reduce interstate barriers and strengthen the talent pipeline that underpins public health and the billions of dollars flowing into water infrastructure through State Revolving Funds and the WIFIA program.

The Trump Administration’s EPA is placing a premium on coordination and voluntary tools rather than mandates. Reviving the first-term Water Workforce Initiative and creating a centralized online resource hub are classic federal enabler moves: they lower the information barrier for local entities but leave hiring, pay scales and training curricula to states and municipalities. The $15 million in workforce development grants since 2018 is a modest sum compared with the scale of the problem, which suggests that the online toolbox will carry much of the weight. The roundtable also highlighted the hope that EPA can nudge states toward smoother operator license portability, a persistent obstacle for mobile workers.
